To hire a helper directly from the Indonesia is not as complicated as you may be led to believe. There are some formalities to contend with however. No matter whether you choose to use the DIY route or prefer to use a maid agency to act on your behalf, it is good to know how things generally work:
KTKLN and KPIS Card
Just like some other Asian countries, Indonesia wants to keep track of its overseas workers and therefore have made it mandatory that those that wish to work there are certain requirements that must be met, one of which is obtaining an Overseas Workers Card (KTKLN).
KTKLN is a form of identity card for Indonesian Workers which serves as evidence that the worker has fulfilled the procedures needed to be able to work abroad. It is also a mechanism to protect migrant workers while working abroad, both during work and after completing work contracts and returning to the country.
The card can be applied for at the offices of the National Placement and Protection of Indonesian Workers (BNP2TKI) located in their respective domiciles. The documents required are a passport, the employment contract and the IPA.
In 2017 the Indonesian Embassy in Singapore issued its own card in addition: the KPIS. All Indonesian domestic helpers working in Singapore are supposed to have one. It is however not always enforced at Indonesian immigration, particularly if the helper already has a KTKLN and many helpers work without a KPIS.
If the helper applies for a KTKLN in her home town it may be helpful to use a local agent that specialises in recruiting, training and equipping future overseas workers. These agents can also arrange for medical testing. It takes around one month time for the Indonesian agent to get the documents ready. The employer can meanwhile apply for the IPA (In Principle Approval Letter) from the Singaporean Ministry of Manpower. Once IPA is approved, the employer can send a copy to the maid and after insurance is put in place, the worker will be eligible to work in Singapore and be allowed entry so it is time to make the travel arrangements.
